Long-standing plans to build 158 new homes in fields near Carnforth are back on the table and will be discussed at a meeting this month.
Proposals to build new houses on land between Brewers Barn and North Road were previously granted planning permission in 2020.
But permission expired following debate over inclusion of a roundabout in the plans.
The applicant Robert Hughes has now submitted a hybrid application to Lancaster City Council to build 71 homes with "vehicular access, incorporating a signalised junction, together with pedestrian and cycle access points, associated earthworks, roads, parking and drainage infrastructure" and a further outline application for 87 homes including "public open space provision and associated infrastructure".
Lancaster City Council planning officers have recommended that the plans be approved, subject to conditions.
A council report published this week said: "Given the significant undersupply of housing within the district, it is considered that the benefits of the proposal, in connection with both the full and outline application, do outweigh the harm caused through the loss of open countryside, the localised moderate adverse landscape and visual effects and the design and amenity concerns set out in this report."
The report also says the plans have been reduced from an initial 195 new homes.
The proposed mix of house types includes apartments, semi-detached and detached dwellings and bungalows, with most of the homes being two-storey.
"The application has been delayed due to numerous deficiencies in the application largely relating to design and layout considerations, the assessment of flood risk and more recently the application of the flood risk sequential test," says the report.
County Highways has withdrawn its objection to the development, saying "previous layout concerns have been satisfactorily addressed" and that "the development would not have an unacceptable impact on highway safety, or the residual cumulative impacts on the road network would not be severe".
The Environment Agency and United Utlities have also withdrawn objections, after receiving further information alleviating concerns over flood risk and drainage.
However, Electricity North West has objected, saying "the layout of the development makes no attempt to mitigate the impacts of the 132kV overhead powerline across the site".
Cadent Gas has also objected, saying "the development has the potential to impact Cadent Gas’s high-pressure gas apparatus".
And the Arboricultural Officer has also raised objections, saying tree and hedgerow losses should be justified.
Lancaster City Council has consulted with neighbouring residents on five separate occasions, with the most recent consultation carried out in February 2024. The council has received a total of 37 objections to the scheme.
Carnforth Town Council also continues to object to the scheme, on grounds including "the potential increase in traffic along North Road will coincide with increased use by pedestrians as well, including pedestrian movements arising from the Scotland Road development".
The town council has recommended that "a new study be undertaken to model pedestrian movements in the area" and said that "proposed pedestrian improvements along North Road will impact physically on the already constrained route" and "existing on-street parking is also likely to be affected by such works, making the existing situation more problematic".
Lancaster City Council planning regulatory committee will meet to discuss the plans at Morecambe Town Hall on Monday October 28 at 10.30am. The meeting is open to the public.
