Plans for new Morecambe taxi office spark fears over 'dangerous junction'

Councillors have spoken out about plans for a new taxi office in the West End of Morecambe - saying it could lead to traffic chaos on a nearby road junction.

One councillor said the proposed new taxi base on the junction of Marine Road West and Albert Road was "an accident waiting to happen".

A planning application says: "The site is in a sustainable location in the centre of Morecambe with good transport links and local amenities, as well as expanding an existing local business to a new location."

Lancashire County Council's Highways department say they have no objections to the application.

But several Morecambe town councillors raised concerns about the location of the proposed new taxi office, speaking at a meeting held at Morecambe Town Hall on Thursday.

Councillor Joanne Ainscough said: "It's already an accident blackspot.

"If you turn out of Albert Road, you are usually playing dodgems trying to get in and out of that junction anyway.

"It's a really bad place to have a permanent taxi rank. 

"It's dangerous. There are small children on the Promenade, there are cars there all the time. It's an accident waiting to happen."

Councillor Ainscough also said she had no objections to the business itself, just the location. 

During the discussion on Thursday, Councillor Martin Bottoms, a Morecambe Bay Independent (MBI) and member of the Lancaster City Council planning committee, said: "The application is for the building, and not for a taxi rank."

But Councillor Paul Hart, a Liberal Democrat, said: "If the business is successful, you will get a lot of taxis."

Councillor John Hanson, from Labour, said: "It's the wrong place to have a taxi office."

And Councillor Clark Kent, chair of Morecambe Town Council and from the MBIs (below), said: "It is very tight at the best of times on that junction."

The application is by 32090 35666 Taxis Ltd, who have a taxi office on Church Street in Lancaster.

The final decision on permission is the responsibility of Lancaster City Council as local planning authority.

Morecambe Town Council can give its opinion for the city council to consider when making the decision.

On Thursday, councillors voted in favour of sending a 'representation' voicing their concerns.

A draft representation from the town council, circulated at the meeting, said: "In planning terms, allowing any form of frontage parking on Marine Road would set a dangerous precedent.

"Marine Road is the 'shop front' of Morecambe as a seaside resort.

"Allowing insensitive signage, and parking, that erodes the 'seaside resort' identity risks undermining the tourism journey experience - the very thing Morecambe is investing in with Eden Project North and associated regeneration."

The planning application is for 'change of use from office to taxi business'.

A report submitted with the plans says: "The existing use (ceased) is office space for CC Housing Management across the ground floor of the property.

Below, the former CC Housing office where the taxi base is proposed.

"The proposed use is for the operation of a taxi business to offer taxi hire facilities and administration space for the taxi business.

"The application is solely for a change of use and involves no changes to the appearance of the building.

"The existing signage will be removed and replaced with new signage for the taxi business, this is subject to a separate application.

"The proposal will have little effect on the conservation area by virtue of the application being for a change of use.

"The signage will be different in colour but will utilize the existing sign location as described in the application form.

"The car parking courtyard will remain unchanged and still accommodate the same existing parking arrangements."

A letter to Lancaster City Council, from Luke Brydges of the Highways and Transport department, said: "Development should only be prevented or refused on highways grounds if there would be an unacceptable impact on highway safety, or the residual cumulative impacts on the road network, following mitigation, would be severe, taking into account all reasonable future scenarios.

"My detailed examination of this application concludes there are no highway grounds to support an objection as set out by (national planning policy).

"It has been noted that the application form states that there is one existing off street parking space.

"The space to the front of the site is not acceptable as a parking space, due to any vehicle having to cross over a high kerb line, deeming it an illegal crossing.

"It is highly likely that an application for a vehicle crossing point at this location would be refused, in the interest of highway safety.

"With regards to the application, it should also be noted that there are existing taxi bays on Marine Road West and parking restrictions on the surrounding streets to manage on-street parking."

The plans are publicly available to read at the Lancaster City Council website lancaster.gov.uk, in the planning section - reference number 25/00823/FUL.

A planning application for signage is available to view with reference number 25/00824/ADV.

Lancaster City Council will make a decision on whether to grant permission, in due course.
