A planning application to demolish the cafe at Williamson Park in Lancaster has been submitted.
The application asks for permission for "relevant demolition of cafe and shop, laying of paving and erection of fencing".
The cafe was forced to close after suffering structural damage in gale force winds in January.
Lancaster City Council (LCC), who own the park, have been looking at options for a replacement building.
A report published this week on the council's website said: "The building is no longer open to public due to recommendations from the structural engineer with regards to the deterioration of the structural condition rendering it unsafe.
"The proposal seeks to demolish the existing structure, to remove the health and safety risks. This proposal seeks to replace it with Yorkstone paving and a white picket fence, enclosing the area while a longer-term plan for the site is finalised.
"LCC are currently exploring options for the site along with funding opportunities and the long term intention is for a replacement building to be erected on this site to support the operation of the park.
"The proposed scheme ensures that, following the demolition of the existing structurally unsafe structure, the space can continue to support park operations until a long-term plan is finalised, while preserving the park’s historical character."
The Pavilion Cafe building was the former Garden Café at the 1986 National Gardens Festival in Stoke-on-Trent before being relocated to Williamson Park.
Lancaster City Council will make a decision on whether to grant planning permission, in due course.
